Single Term Limits for PM and President
To: All Concerned Indians and Political Leaders,
This is an appeal to all concerned Indians and political parties to set term limits for the Prime Minister and the President of India . Corruption in various forms and levels is endangering the democracy and integrity of the country. Please sign up, take charge and send this online petition link to your friends with a request to sign up. Talk to various political party leaders and intellectuals to make this happen. Clean up your beloved country.
The reason for this proposal is Corruption in politics and governance driven by greed for money and power and the Remedy is Term limits. For details surrounding the quoted statements, click on the referenced link.
[A] Corruption
1. Money in Swiss Banks:
We read frequently that tens of thousands of crores were paid as bribes to some leaders or ministers. It is the people with authority and their supporters with access to power who can make large sums of money. There is lot of money belonging to Indians in Swiss banks which are well known for their secrecy of details about account holders. “When the US government can get the list of persons, why can’t the Indian government. It is the responsibility of the government. How can there be double standards?” (1)
2. Property acquired by politicians:
Hindu reports "The CVC (Central Vigilance Commissioner) also expressed concern over the increasing silence in civil society on combating corruption . He added that the political parties must be forced to confront the issue as corruption would ultimately subvert the entire system." (2) In order to control corruption, change needs to begin at the highest levels of government. That is precisely the reason why many countries introduced term limits for the highest elected offices.
3. Money for Power:
Power and money are feeding each other. Nobody has been able to or can in future break this self-sustaining power-money cycle or corruption. Consider these reports. "During the one month crisis, the MLAs supporting NTR were secured in a secret place to avoid horse-trading." (3A). "Government Hit by Corruption Allegations Ahead of Confidence Vote in India" (3B)
4. State of Cities and Towns:
The present Environment Minister says, “Our cities are the dirtiest cities of the world. If there is a Nobel Prize for dirt and filth, India will win it, no doubt,”. The report he released states that “Our limited analysis suggests that unclean air and water may be taking a toll in terms of over eight lakh deaths in the country each year and morbidity costs amounting to 3.6% of GDP." (4) The point here is corruption is one of the root causes leading to this pathetic situation. Elections are not able to change this fate of cities and towns. Our cities and towns are reflection of political corruption. People in cities are living with scare from pollution.
5. Terrorism and Border Control:
There is no effective control of borders and terrorists are able to enter the country. Many feel that the terrorism will increase and any one can be a victim of these attacks. National security and lives of people are being compromised for votes and power. "The Bhaba Atomic Research Centre, the Bombay Stock Exchange and the American Consulate in Kolkata are high on the radar of Taliban-trained terrorists who have sneaked into the cities. " (5 A) " According to one government official, , “It is possible that one or two suicide bombers could be positioned in each of the cities, which are on terror radar. They have been trained by Taliban and pushed into India by LeT.” (5 B) "Terrorism-related incidents in West Bengal, 2007-2009" (5 C). There was another terrorrist attack in Pune in February 13, 2010 claiming tens of lives, followed by warnings on further attacks.
6. Religion Based Constituencies:
Sachar Committee recommends religion based constituencies. Dr. Sinha said the “Sachar Committee report was aimed at creating a conducive atmosphere for certain political parties to muster political support” and termed it as an instrument for communalising politics. 7. Law and Order:
"We have come to this stage in the country that everything has to be monitored, hammered or directed by courts. Even orders of the Supreme Court are not observed, what to talk of the High Courts. Ninety-nine per cent of the High Court orders are not complied," the apex court said.(7 A). Recommendations of state High Court to deal with criminal actions are ignored by state governments. "Kerala High court directed Kerala Government to implement Anti Conversion law in the state. Court observed that it is the responsibility of Government to prevent Conversion by Coercion as any conversion by using force, cheating or allurement is a criminal offence." (7 B). "The Kerala state government was not considering legislation against forced religious conversions said the state Law Minister M Vijayakumar." (7 C). Prof. Issac asks "Is the State of Kerala Sponsoring Islamic Terrorism?" (7D).
8. Elections and Corruption:
Some parties are making a mockery of democracy by promising TV sets to voters. There are no limits to what is acceptable. These are supposedly role models for the youth of the country. Corruption by all possible means is destroying the democracy. The Election Commission is incapable of changing the course of this country. Some parties think it is a “fraudulent populous scheme”. (8). When you consider all different fraudulent activities in elections, they give the picture of anarchy.
9. Democracy in Peril:
As can be seen from the above, unless and until the above problems are resolved there is no real hope for this country. Some drastic change in the approach in choosing the leaders at the highest level is needed. Elections are demoralizing to many Indians beacuse corrupt money is driving the elections. Is this the destiny of this great country?
[B] Remedy
The Term limits are the remedy for this cancer. While some might argue that there is no guarantee that a new person for PM will not be as corrupt as the previous one, still there will be pressure from other candidates aspiring to become the next PM.
The cancer has immobilized the whole system. Enforcing the Term Limits is the only way to get rid of this cancer.
