Dear Governor:
We the people cheered with joy when you rejected the stimulus money from Obama and the high speed rail project. The main stream media and special interests vilified you in the press but you did what you were elected to do; cut spending. With our national debt about to be downgraded below investment grade we need a balanced budget more than another government rail project.
The next important decision you will make is the Sun Rail project. Florida taxpayers are opposed to Sun Rail because it involves even more state tax dollars and has no permanent funding. This will require local governments to raise taxes to cover an annual operating loss that will exceed Tri-Rail’s $87 million per year. Winter Park and Maitland can “opt out” of the agreement after seven years and taxpayers have already rejected a tax increase for commuter rail in Orange County in 2003 and in Hillsborough County (2010).
This project may violate Section VII Article XII of the Florida Constitution because it “binds the hands” of future elected officials with an unfunded mandate. If the project is terminated after seven years taxpayers will have to repay the federal government back nearly $300 million.
Just like Obama rail Sun Rail is really about special interests. The taxpayer is paying CSX nearly $600 million for freight tracks that are 100 years old. The job creation claims by proponents are preposterous and the project will create more traffic than it alleviates.
The proper way to approve and fund such a project is to put the measure on the ballot with a dedicated funding source. If the taxpayers of central Florida want the project they will be willing to increase their taxes to pay for it.
We the people of the great State of Florida ask that you terminate the Sun Rail project unless and until the voters of Florida have a say in the project. These unfunded mandates and hidden tax increases are sucking the life out of our economy and we ask you to put a stop to it.
