Make Bellville Velodrome available to cyclists

To/Against/For: City of Cape Town
Number of signatures required(target): 1000

The Bellville Velodrome is the only indoor Velodrome in South Africa. Yet cyclists are lucky to train more then 4 days per month. The rest of the time the Velodrome gets treated like a recreation hall by the City of Cape Town(Local Authority)and are rented out to anyone willing to pay. We need to get this facility back into the hands of the sport of Cycling.
