Strengthen ANTICORRUPTION DEPT
To/Against/For: Hon. Chief Minister ; Govt.of MaharashtraAnti Corruption Bureau (ACB) ; Maharashtra has published certain data recently ; which is shocking . ACB has been requesting for Government of Maharashtra nod for initialising open enquiry of corrupt class 1 & class 2 officers. As of date there are 50 such permissions awaiting nod from Government of Maharashtra & concerned departments ; few of these permissions are pending since 2002. Over and above this there are 84 cases of class 1 officers & 144 cases of class 2 officers awaiting nod from Government of Maharashtra & concerned departments ; where in the open enquiry is over and prosecution is to be initialised. some of the cases which are awaiting such prosecution nod are of 1988. In spite of regular follow up by ACB the permission is pending for years.
ACB is not able to function properly as there are 90 out of 170 posts of Inspectors are lying vacant and not filled for months. To expedite trials of corruption cases in special court needs a special lawyer to be appointed; even this has not happened.Government of Maharashtra has time & again spelt out that they will deal with corrupt officers severely. But considering above facts it seems that it is only lip service by government not backed by actual actions.
We strongly demand that Government should immediately sanction permissions for investigations & prosecutions in all pending cases immediately & should make a rule that hence forth if such permission is not granted in 90 days time ACB can go ahead presuming deemed permission. We also demand that Government should immediately start actions for filling up of vacant posts in ACB & engage a full time lawyer to expedite pending cases in special courts.
