In a TV show on NDTV yesterday - Jayanti Natarajan, the Congress speaker sitting safely in Delhi called for resilience and patience. Shobha De spoke for all Mumbaikars feeling angry and asked for politicians to leave the cover of their Z category and experience the insecurity of the commoon man. The Congress Speaker responded with the words "Rubbish".
Mumbai contributes more than 40% of the taxes in India and receives indifference, ignorance and downright ridicule from the central and state Government.
My solution - simple. I call it MUMKAR. Mumbai should stop paying its taxes! I promise each Mumbaikar that the Government will not only listen, they will bend and come to Mumbai on their knees. To save India from going into a national default and to continue funding their Swiss accounts.
Now stopping paying your taxes altogether is illegal. For this to be sustainable - I propose something further. We setup an escrow account with the Supreme Court of India where we pay our taxes. We pay it to an account managed only by the Supreme Court of India which in turn does NOT pay it to the Government till the Supreme Court confirms that a Mumbaikar Citizens charter of demand is met.
My charter of demands contains only the following - I am sure Mumbaikars have many to add.
1. Make Mumbai a Union territory and move the capital of Maharashtra out of here.
2. Make the Mumbai Police (a very corrupt but still the most efficent police force in India) autonomous so that they never again fight with manual loading rifles when the enemy carries AK-47's.
3. Plough back enough of our taxes into Mumbai to give us better roads (so our commandoes reach faster), electricity (so our students can study in the nights), water (so that the water pressure would allow the fire brigade to make the water reach the 4th floor on the Taj) and security (so that this NEVER happens again)
I am sure there are Constitutional exceptions where citizens can suspend paying taxes and dispute it under the aegis of the judiciary. I leave such details to sharper legal minds to validate.
I am a lone Mumbaikar feeling helpless and angry - at our gutless leadership, at politicians who have lost sensitivity to the loss of life and most importantly at the inaction of us Mumbaikars.
I want our heroes - Karkare, Salaskar and Kamte's sacrifice honoured. I want each and every employee of Taj and Oberoi who laid down their lives in the line of duty when it was not demanded, remembered.
Let us remind our politicians who we are. We are Mumbaikars - inclusive, law-abiding and patient - but only upto 26th November 2008. Setup MUMKAR. If only 1,000 companies incorporated in Mumbai stop advance tax payments for one quarter - Jayanti Natarajan will be in Mumbai assisting the cleanup operations at the Taj.
